Todd Frederick Bay passed away after a battle with cancer on September 12th, 2024, in Salem, OR, surrounded by loved ones. He was 59 years old.

Todd was the third child of Richard J and Carolee G. Bay. He is predeceased by a sister, Sandi Marie and has two brothers, Richard Earl of Salem and Steven Arlie Bay of Oak Harbor, WA.

Todd went to school in Silverton, Oregon. After graduation in 1984, he chose to follow in his father's footsteps in Law Enforcement.

He married his high school sweetheart, Ann Bay and had one son, Connor James Bay, born in 1994.

After a few security gigs, his career began and he ultimately served 32 years of service with Marion County Sheriff's Office in Salem, Oregon and retired in 2018 as a Senior Deputy.

During his career, he received the Distinguished Service Award for apprehending an armed felon. He was a Firearms Instructor and Field Training Coordinator as well as a mentor to hundreds of new recruits.

It's difficult to name how much he meant to so many people. He doted on family members and visited his parents weekly. After Connor married Katie, they produced two grandchildren, Emilia and Carson, his beloved grandchildren. They were his life, told through photos, anecdotes on Facebook and anyone he could corner.

His friends and colleagues meant the world to him and the "cop stories" never ended.

Need a helping hand? Todd was there. Trip to the airport? Todd was there for you. Want to see a good movie or have a fine dinner? Todd was there. He went to every wedding, funeral, shower or party and rejoiced in the friendships he kept.

To say that Todd will be missed is an understatement of the greatest kind.

Services will be held at the Pratum Cemetery on October 26th at 10 am. A celebration of Life will be held at the Keizer Elks Lodge at 1 pm. There is very limited parking at the cemetery. Please arrive early and park at Marion County Fire District #1 Station 3, Patrum Elementary or Emmanuel Bible Church. Shuttles will be available to take you to and from the cemetery beginning at 8:30 am.
